Paul O'Keeffe

Paul O'Keeffe is an Associate Director at KSNPM, where he leads the development of the firm's Infrastructure Advisory practice. A Chartered Engineer, he advises public and private sector organisations on infrastructure strategy, transport policy, road user charging, electrification, and infrastructure investment. Over the past decade, Paul has worked on nationally significant programmes and policy initiatives across Europe, North America, and Australia, helping organisations shape approaches to funding, operating, and decarbonising infrastructure. His experience spans strategy development, policy transposition, business case development, procurement, and programme delivery. Paul specialises in transport funding, road user charging, and infrastructure strategy, bringing a practical perspective on how governments and organisations can make informed infrastructure decisions in an increasingly complex and rapidly evolving environment.
