Loraine O’Sullivan

Loraine O’Sullivan is a highly experienced PPP/PFI practitioner with 30 years’ experience across the UK and Ireland, spanning construction delivery, transaction advisory and operational asset management. Since 2017, Loraine has been active in the Irish PPP market, overseeing major projects including Grangegorman and Social Housing Bundle 1 (SHB1), and currently serving as CEO on both SHB1 and HEB. She brings extensive experience acting as PPP Co Representative, managing complex construction and operational interfaces, and driving performance across integrated supply chains. Loraine began her PPP career in 1996, client side leading the procurement of education PPP projects in the UK, before spending a decade with a leading investor managing a portfolio of 15 PFI assets. She later joined WSP, where she led teams delivering technical due diligence, operational advisory and SPV management services for investors and lenders across primary and secondary PPP market transactions and the Build to Rent market. Her experience includes managing due diligence on over 190 PPP projects and whilst at WSP leading the delivery of PFI Handback Guidance for the UK Government’s Infrastructure and Projects Authority, alongside detailed operational reviews of major PPP assets. Loraine is recognised for her practical, delivery-focused approach—bringing together PPP Co, contractors and service providers to ensure construction quality, operational readiness and long-term asset performance. She is a strong advocate for clear contractual alignment, collaborative working and proactive issue resolution across the project lifecycle.
